The emergence of UGP and MGP
From then on, the shape of things to come was moulded for Goa, Daman and Diu under the able stewardship of Dr. Jack de Sequeira, who used his personal charisma to defeat a move for the merger of Goa, Daman and Diu with Maharashtra.
The United Goans Party was formed in 1962-63 with the merger of three local parties using ‘Hand’ as party symbol. The party centered around the brilliance of the physician–turned-businessman-turned-politician Dr. Jack de Sequeira who was the founder president of the United Goans Party. He was ably assisted by two deputy Presidents, Narcinva (Babu) Naik from Salcete and Mahambre from Bardez, with Cristovao Furtado as Secretary and Abdullabhai as Treasurer along with Advocate Surlikar and others as members.
Simultaneously Dayanand Bahusaheb Bandodkar formed the Maharashtrawadi Gomatak Party. Both these parties had divergent agendas -- the former for maintaining Goa, Daman & Diu as a separate union territory with a distinct identity and the latter favouring the merger of Goa with Maharashtra.
